These investors you spoke with, are idiots. Go find someone else. $25k for 10% sounds easy for an investor. If I had 25k to invest, at 10%, I would do it. Because I don't have to be "involved" in the business. The reason why they rejected your offer is because the higher the percentage of equity in your business, even if it is at 25k, means they can make some decisions WITH YOU. 10% gives them less control. That's the issue. So, raise the price high enough to match the percentage, and make your business more attractive to investors.
The angel investors who rejected you at $25k/10% is more baffling. That's their dream "investment."
